Ensure that all students admitted to the Florida College System institution are citizens of the United States or lawfully present in the United States. This policy must include a procedure for requiring applicants to provide an attestation that he or she is a citizen of the United States or lawfully present in the United States prior to being granted admission to the institution and to provide documentation of such citizenship or lawful presence prior to enrolling in the institution. This requirement is implemented in accordance with changes to Florida State Board of Education Rule 6A-10.0240 and applies to all applicants, including dual enrollment students; State Board of Education Rule 6A-6.014 imposes the same requirements applicable to adult education students.
As of August 5, 2026, all applicants for the spring 2027 term and subsequent terms are responsible for providing the required documentation. EM staff may access the Driver and Vehicle Information Database (DAVID) to assist with verifying citizenship or lawful presence documentation. To access the DAVID system, EM staff must complete annual training, participate in quarterly internal audits, and renew the required agreement annually.
If applicants were previously admitted but did not enroll, or if students took a break in enrollment that requires an application for readmission, they must meet the requirements in effect at the time of readmission.

If the team is unable to verify lawful presence based on the documentation submitted, you will be notified.
